Singapore Signs Open Skies Agreement with Estonia
1. Singapore has signed a new Open Skies Agreement (OSA) with Estonia. Under the OSA, airlines of both Singapore and Estonia will be able to fly between Singapore and any points in Estonia, via and beyond to any third country, without restrictions in capacity, frequency or aircraft type. The Estonia-Singapore OSA is more liberal than conventional OSAs, as it provides for unlimited “hubbing” rights for cargo operations. Singapore carriers may utilise these rights to base their aircraft in Estonia and use the point as a hub for cargo operations to third countries, without any restriction on destination, frequency or capacity. The same traffic rights apply to Estonian carriers with respect to Singapore.
2. The ASA was signed by Mr Lui Tuck Yew, Minister for Transport and Second Minister for Foreign Affairs, and Mr Juhan Parts, Minister of Economic Affairs and Communications of Estonia, on 14 February 2012 on the sidelines of the Singapore Airshow 2012.
3. Mr Lui said, “The signing of the OSA reflects the warm bilateral ties between the two countries and is testament to both sides’ commitment to establish a fully liberal air services framework that will enable our carriers to react quickly to market demand when opportunities arise.”
4. With the signing of the OSA with Estonia, Singapore has established air services frameworks with all 27 European Union (EU) Member States, of which 18 are Open Skies arrangements.
