The public can obtain the latest weather reports, including heavy rain warnings, by tuning in to radio broadcasts, calling NEA’s weather forecast hotline at 6542 7788, following @NEAsg on Twitter, accessing the mobile weather service, available free at Weather@SG (weather.nea.gov.sg), or visiting the NEA website at www.nea.gov.sg. (More information on Weather SG is available at Annex A.)
Water level sensors
As part of PUB’s flood management system, PUB currently has 32 sensors in key canals to track water levels and will make this water level information available to the public via PUB’s website in early August. The number of sensors will be increased to 90 by the end of this year to cover all major waterways, flood prone areas and hotspots. Affected premises near such water level sensors have already been invited to subscribe to SMS alerts when the water reaches certain levels.
PUB and NEA are currently looking into an integrated early warning system that will further improve the warnings of heavy rains and rising water levels in canals to the public. This will be completed within the next few months.
Community Engagement
Following the latest flood on 17 Jul 2010, PUB met with affected residents and businesses on actions that they can take to protect their premises from floods, and provided them with temporary protection measures such as sandbags in the event of further floods. (List of flood prone areas and flood advisory - Annex A)
PUB has advised the management of building owners on permanent measures to alleviate flooding within their premises. For instance, the management of Lucky Plaza has already engaged an architect to put in these protection measures. PUB will continue to meet with MPs and the grassroots to see what further assistance can be provided.
PUB has an ongoing drainage improvement programme which has helped to reduce the risk of flooding. The list of drainage improvement plans for some of these flood prone areas is in Annex C. Wherever possible, PUB will bring forward the start of these works and expedite their completion.
Weather outlook
NEA today released its weather forecast for the rest of the week. From Thursday to Sunday, short-duration showers with thunder are expected mostly between the late morning and afternoon. Tropical Storm “Chanthu” located in the South China Sea, southeast of Hong Kong, is expected to make landfall near southern China on Thursday. The indirect influence of Tropical Storm “Chanthu” may bring wet conditions to the surrounding region, including Singapore. A moderate “sumatra” squall is also likely to affect Singapore either on Thursday or Friday morning. Heavy rain warnings may not lead to floods. (More information on the “Sumatra” squall is available in Annex B.)

Sumatra squalls
Sumatra squalls are not uncommon and can develop at any time of the year, although they usually occur between March and November. These squalls, or lines of thunderstorms, develop at night over Sumatra or the Malacca Straits and move east towards Singapore and Peninsular Malaysia usually during the pre-dawn and early morning. They are often characterised by sudden onset of strong gusty surface winds and heavy rain lasting from 1 to 2 hours as they move across the island. Although the Southwest Monsoon months of June to September are characterised by relatively dry weather, it is still possible for Singapore to experience such intense showers from time to time. Heavy rain warnings may not lead to floods.
Tropical storms
While Singapore is not directly affected by tropical storms in the region, the presence of tropical storms may indirectly influence the local and regional weather patterns. The effects of this influence on the local weather could be in the form of enhanced rainfall, due to the presence of rain/shower bands associated with the tropical storms, or increased instability supporting the formation of squall lines and wind convergence.
Weather SG
Weather@SG is the first near real-time comprehensive weather and mapping rendering engine for mobile devices with internet connection. The rendering engine works by optimising a graphical generation of Singapore’s weather information in real time, layering it over a Singapore map, which can be zoomed down to town-level.
The weather information and forecasts are updated every five minutes.
Features on Weather@SG are:
1. Weather forecast for 3-hour Nowcast, 12-hour Forecast and 3 Day Outlook
2. Rain locations and intensity over Singapore
3. Real-time readings of temperature, wind, rainfall and humidity. These real time weather information is useful to the public. For example, the rainfall readings, which are updated every 5 minutes, show the accumulated rain amount in the past hour. These rainfall readings are useful for monitoring the accumulated amount of rain that has fallen and gives an indication of the rainfall intensity over any particular area of Singapore.
